03. Fake Medicines Pose Global Danger


The World Bank1 and other groups say about2 40 percent of the drugs in parts of Africa and South America are either3 counterfeit or of poor4 quality. Experts5 say the use of such6 medicines7 can lead8 to treatment9 failure10 and even11 death12.

Experts working to stop13 this counterfeit drug14 traffic15 met recently16 in Washington. Louise Shelley heads17 the Terrorism, Transnational Crime and Corruption Center at George Mason University in Virginia. LOUISE SHELLEY: "We're focusing much more18 on narcotics trafficking rather than19 on counterfeits that can do harm20 to many more individuals than consuming of illicit drugs."

She says only21 an organized international effort22 can deal with23 this kind of24 organized crime. LOUISE SHELLEY: "I think WHO, I think the law enforcement25 community, I think consumer26 organizations, civil society everybody has a role27 in demanding28 greater quality control."

DR. MARGARET HAMBURG: "You have no assurance29 of the safety30, efficacy or quality of those products." Margaret Hamburg heads the Food and Drug Administration. The FDA controls the safety of drugs and food products in the United States. Recently, the FDA took action against31 thousands32 of Internet businesses33 selling34 illegal medical products.

Dr. Patrick Lukulay is with the United States Pharmacopeia, an organization that sets35 quality controls for medicines. He says there must be36 an international effort. DR. PATRICK LUKULAY: "In the US, 80 percent of active ingredients come from37 either China or India into the US, so US companies38 are vulnerable39."

ANDREAS SEITER: "In India you have about 10,000 manufacturing40 companies so although41 the Indian regulators are making investments it's difficult to catch up." Industry expert Andreas Seiter says many countries need to strengthen44 their rules45. The World Health46 Organization's Michael Bates says many health experts do not understand the problem.

MICHAEL BATES: "This is a complex international trade47. And we need greater information on the scale and the scope48, and the harm and the economic damage49 that is being done by50 this issue51 to convince52 those policy makers53 to commit resources54 to tackle55 it." I'm Christopher Cruise.
