15. Cyber threats




From VOA Learning English, this is the Technology Report. The United States has announced1 a plan to fight2 the growing3 threat4 from cyber spies5 and Internet attackers6 known as7 hackers.

United States Attorney General8 Eric Holder says the Justice Department9 is fighting back10 aggressively11. He says the department is working with states and federal agencies to bring12 to justice those involved13 in online theft14 and espionage.

Mr. Holder called for15 increased16 cooperation with private businesses17. He also18 noted the need19 to protect trade secrets20. The attorney general said a single21 trade secret can be worth22 millions of dollars. Stolen23 trade secrets, he said, hurt24 businesses, jobs25 and economic competitiveness26.

The new policy27 calls for fines28 and trade action against29 individuals and countries that target30 U.S. trade secrets. The plan was announced the day after31 the American information security company Mandiant published32 its investigation of cyber-attacks.
It reported33 that more than 140 companies have been attacked34 since35 2006. The targets include36 some of the biggest companies in the United States such as37 Apple, Facebook, Lockheed Martin, and CocaCola.

Mandiant says hacking groups38 in China carry out39 most of the attacks40. They include groups known as41 Comment Crew42 and Shanghai Group. Mandiant also identified something43 called44 
Advanced45 Persistent Threat 1, or APT1. 

It says APT1 is a part of the Chinese military, the People's Liberation Army46. Mandiant says the Chinese government also wants to hack47 into important parts of America's infrastructure48.
